Re-understanding of Territory Spatial Planning--Discussion on the Evolution and Reform of Spatial Planning in China

目前,国土空间规划改革进入重构阶段的关键节点,全国各地国土空间规划编制工作进入攻坚时刻。澄心涤虑、回归初心,全面地再认识国土空间规划,有利于更好地再出发。首先探究空间规划的概念,解析国内外空间规划体系的研究情况;系统回顾我国空间规划演进与变革历程,总结了我国空间规划及其演进特点;详细地梳理2013年以来空间规划改革相关政策文件,揭示了我国国土空间规划的核心要义。最后,辨析国土空间规划相较于传统空间规划的转变,并对当下国土空间规划工作,尤其是市县级国土空间规划的工作提出建议。

At present,the reform of territory spatial planning has entered a key node in the reconstruction phase,and the compilation of territory spatial planning across the country has entered a critical moment.Clearing up the mind,returning to the original aspiration,and re-understanding the territory spatial planning in a comprehensive way is conducive to a better start.This paper first explores the concept of spatial planning,and analyzes the research situation of spatial planning system at home and abroad;Then,the evolution and transformation of spatial planning in China are systematically reviewed,and the characteristics of spatial planning and its evolution in China are summarized;Furthermore,it combs the relevant policy documents of spatial planning reform since 2013 in detail,reveals the core essence of territory spatial planning in China.Finally,it analyzes the transformation of territory spatial planning compared with traditional spatial planning,and puts forward suggestions for the current territory spatial planning work,especially the work of territory spatial planning at the city and county level.
