基于“统筹规划与规划统筹”原则下“空间详细规划”的探索与实践--以厦门滨北外贸片区为例

Exploration and practice of"Spatial Detailed Planning"based on Overall planning and Planning coordination principle--Taking Xiamen Binbei Waimao area as an example

随着国土空间规划体系的改革,我国已基本形成以“多规合一”为基础、“五级三类”为脉络,“四体系”为支撑的国土空间规划框架。详细规划作为保障国土空间规划实施的重要环节,需要将纵向规划传导与横向规划衔接相互融合。在融合的过程中,基于“多规合一”的“统筹规划与规划统筹”原则发挥着重要的作用。以厦门滨北外贸片区为例,提出“空间详细规划”的概念,并在详细规划层面,对统筹规划的编制模式和规划统筹的编制路径进行探索,希望对国土空间规划体系下详细规划的编制有所帮助。

With the reform of territory planning system,China has basically formed the framework based on"multi-plan integration",with"five levels and three categories"as the context and"four systems"as the support.As an important link to ensure the implementation of territory planning,detailed planning needs to integrate vertical planning transmission and horizontal planning connection.In the process of integration,the principle of"overall planning and planning coordination"based on"multi-plan integration"still plays an important role.Taking Xiamen Binbei Waimao area as an example,this paper puts forward the concept of"spatial detailed planning",and explores the mode of overall planning and the path of planning coordination at the level of detailed planning,hoping to be helpful to the compilation of detailed planning under the territory planning system.
