摘要
人才是海南建设自由贸易港的第一资源。为推动自由贸易港建设,海南省通过颁布相关政策积极引进人才。从政策数量、政策题材类型、政策发文单位、政策覆盖范围以及政策工具五个维度对海南人才政策进行的文本分析表明,海南人才政策数量呈上升趋势,政策发文单位丰富但协调性不足,政策缺乏可操作性,在人才流动和人才保障环节不够重视,政策工具使用不均衡。为更好地建设自由贸易港,海南人才政策的优化应该加大联合发文力度,颁布更多的实施细则及方案,完善人才保障和流动机制,协调使用政策工具。
Talents are the primary resource for the establishment of Hainan Free Trade Port.In order to promote the progress of Free Trade Port,Hainan Province has issued some relevant policies for attracting talents.A text analysis of collected talent policies is carried out with regard to the number of policies,the types of policy topics,the policy issuers,the applicable scope of policies,and the policy instruments.As show in the results,there is an increase in the number of talent policies,the policy issuers are varied but lack of collaboration,the operability is poor with those policies,no enough attention is paid to flow and guarantee for talents,and the policy instruments are used unevenly.In order to better build Hainan Free Trade Port,Hainan talent policies should be optimized to strengthen the joint issuance,enact more detailed rules and plans for implementation,improve the mechanisms of talent flow and guarantee,and coordinate the instruments of policy utilization.
