摘要
民心相通是“一带一路”建设的“路基”,而打通民心之间“最后一公里”的是“丝路精神”。民心相通主要体现为利益认同、情感认同、价值认同、实践认同,即“四个认同”的有机统一。制约民心相通的主要因素是文化差异,文化差异带来了文化认知障碍。文化认知障碍导致价值认知偏差,而价值认知偏差是导致民心不通的根本因素。民心相通以文化交流为基本的实现方式,文化交流的根本价值指向是超越文化差异、“凿空”文化隔阂、实现情感相通以及价值观融通。“一带一路”建设作为构建人类命运共同体的实践平台,其首要任务就是要传播好“一带一路”建设的价值目标、价值原则,找准实践方向,进而构建起民心相通、视域交融的境域。
People-to-people connectivity is the“Roadbed”of the“Belt and Road”,and the“the Last Kilometer”between people's hearts is the“Silk Road Spirit”.People-topeople communication is mainly embodied in the organic unity of interest identification,emotional identification,value identification,and practical identification,namely the organic unification of the“Four Identifications”.Cultural differences are the main factors restricting people-to-people bonds.Cultural differences bring cultural cognition obstacles,cultural cognition obstacles will inevitably lead to value cognition deviation,and value cognition deviation is the fundamental factor that causes the people's disagreement.People-to-people communication takes cultural exchange as the basic way to achieve it.The fundamental value of cultural exchange is to transcend cultural differences,“break through”cultural barriers,achieve emotional communication and value integration.As a practical platform for building a community with a shared future for mankind,the primary task of the“Belt and Road”construction is to spread the value goals,value principles and practical directions of the“Belt and Road”construction,and then build a situation where the hearts of the people are interlinked and the horizons are blended.
