民国初年闽盐入浙与温州盐政改革探析

Salt from Fujian to Zhejiang:An Analysis of Wenzhou’s Salt Administration Reform in the Early Republic of China

闽盐入浙是自古就有的一种现象,但是闽省盐多以私盐方式运入浙省。民国初年随着全国盐务改革的开始,闽私充斥浙省受到关注。温州盐场不足又毗邻福建,权借闽盐为补,成为闽私侵入的重灾区。因此闽盐入浙成为温州盐政的重点,闽盐入浙随着各种制度的建立走向合法化,却也在实行过程中出现问题。温州盐政在解决这一系列问题中不断走向成熟,其处理问题过程中总结得出的经验也推动了两浙盐政的进步。

Salt being transported from Fujian Province into Zhejiang Province is a phenomenon since ancient times,which,however,is usually untaxed.In the early Republic of China,with the beginning of the national salt reform,untaxed salt from Fujian in Zhejiang Province attracted great attention.Wenzhou,adjacent to Fujian and short of salt,relied on the supply of salt from Fujian and therefore was rampant with untaxed salt.As a result,salt being transported from Fujian to Zhejiang became the focus of salt administration in Wenzhou.The establishment of various systems made salt from Fujian to Zhejiang legalized,but caused some problems in the implementation process.While solving those problems,salt administration of Wenzhou became mature,and the lessons learned in this process also provided reference for salt administration reform in Zhejiang and Jiangsu.
