摘要
随着我国投融资机制体制改革,作为公共基础设施建设的重要组成部分,越来越多的城市轨道交通项目采用政府与社会资本合作模式(即PPP)进行建设。本文对城市轨道交通采用PPP模式进行建设的适用性进行了分析,并根据PPP政策法规的发展变化对城市轨道交通PPP发展历程进行了梳理,同时结合实际案例开展情况对城市轨道交通新建及存量项目的PPP模式进行了剖析,并从收费配套政策、土地资源开发、示范项目推广等方面对城市轨道交通PPP持续发展提出了相应建议。
With the reform of my country's investment and financing mechanism,as an important part of public infrastructure construction,more and more urban rail transit projects adopt the model of Public-Private Partneship(ie PPP)for construction.In this paper,the applicability of the PPP mode in urban rail transit construction is analyzed,the development course of it is combed according to the changing of its policies and regulations,and the PPP mode of newly-built and existing projects in urban rail transit is analyzed in combination with actual cases,and put forward corresponding suggestions for the sustainable development of urban rail transit PPP under the new situation from various aspects such as supporting charging policies,land resource development,demonstration project promotion.
