畅通“双循环”的铁水联运创新模式研究

铁水联运有利于优化运输通道布局,实现货物运输无缝衔接,能在畅通“双循环”中发挥关健节点作用。铁水联运传统模式存在联运优势无法充分发挥、联运节点运转设备设施不完善、信息共享程度较低、一体化运作不充分等诸多问题,针对结合部位存在的这些堵点和断点问题,提出构建铁水联运无轨铁路港场网、有轨有水新货场及铁路无水港三种新模式,最终建成具有“便捷、绿色、经济、共赢”优点的铁水联运物流运输新通道。新模式实现疏通堵点、连通断点的极具实践意义的突破,对畅通多式联运体系、构建支撑“双循环”新发展格局的现代物流体系发挥积极作用。
