畅通“双循环”的铁水联运创新模式研究 被引量:9

摘要 铁水联运有利于优化运输通道布局,实现货物运输无缝衔接,能在畅通“双循环”中发挥关健节点作用。铁水联运传统模式存在联运优势无法充分发挥、联运节点运转设备设施不完善、信息共享程度较低、一体化运作不充分等诸多问题,针对结合部位存在的这些堵点和断点问题,提出构建铁水联运无轨铁路港场网、有轨有水新货场及铁路无水港三种新模式,最终建成具有“便捷、绿色、经济、共赢”优点的铁水联运物流运输新通道。新模式实现疏通堵点、连通断点的极具实践意义的突破,对畅通多式联运体系、构建支撑“双循环”新发展格局的现代物流体系发挥积极作用。 The combined transportation of railway and water carriage is beneficial to optimize the layout of transportation channels, realize the seamless connection of cargo transportation, and play a key role in the smooth "dual circulation". The molten railway intermodal transport advantages cannot give full play to the traditional modes and intermodal node operation facilities are imperfect, the low degree of information sharing,integration of operation is not sufficient, and many other problems, aiming at the junction of the blocking points and breakpoint, molten railway transport trackless railway port is proposed a new freight yard and rail network, the water carriage anhydrous port of three new model. Finally, a green, economic, convenient, and "win-win" the advantages of the molten rail intermodal logistics new channels are built. The new mode has achieved a breakthrough of great practical significance in dredging the blocking points and connecting the breakpoints, and played a positive role in unimpeding the multimodal transport system and building a modern logistics system supporting the new development pattern of "dual circulation".
