海南自贸港政府管理中的跨部门协同

Cross Departmental Coordination in Government Management of Hainan Free Rade Port

自贸港建设的系统性和复杂性决定了参与主体的多元化和事务的跨界性,而如何推进跨部门协同的有效性和制度化则是政府管理中亟需解决的问题。以海南自贸港为个案,从跨界性和复杂性方面分析了自贸港政府管理中跨部门协同需求,基于职能部门间的规范性和权责机制探索了自贸港跨部门协同的实践。从完善结构性协同与程序性协同、完善法律法规、发挥协调处的权威性方面提出了构建海南自贸港跨部门协同机制。

The systematicness and complexity of the construction of free trade port determine the diversity of participants and the cross-border nature of affairs. How to promote the effectiveness and institutionalization of cross sectoral coordination is an urgent problem to be solved in government management. Taking Hainan free trade port as an example, this paper analyzes the needs of cross sectoral coordination in the government management of the free trade port from the aspects of cross-border and complexity, and explores the practice of cross sectoral coordination of the free trade port based on the standardization and power and responsibility mechanism among functional departments.In view of this, this paper puts forward the construction of cross sectoral coordination mechanism of Hainan free trade port from the aspects of improving structural coordination and procedural coordination, perfecting laws and regulations and giving full play to the authority of the coordination office.
