吉林省PPP模式中社会资本退出路径探析

社会资本的退出是PPP项目全生命周期的重要组成部分,虽然国家有关部门纷纷发布规范性、政策性文件,大力推广PPP项目签约、落地运行,但是整体还是面临着签约率不高、社会资本参与度低等情况,社会资本退出受限、渠道不畅通是重要原因。对PPP模式中社会资本退出情形进行了分类,分析了吉林省PPP模式发展现状、PPP模式社会资本退出渠道,并提出完善PPP模式社会资本退出相关法律法规体系、构建合理回报和风险分担机制、完善金融市场、拓宽社会资本退出体系、整合PPP项目资源,建立PPP项目学习平台等对策建议。

Exit of social capital is an important part of the whole life cycle of the PPP projects,although the relevant state departments have issued a normative and policy documents,vigorously promote the PPP project contract,the ground running,but overall still faces the signing rate is not high,low participation of social capital,social capital limited exit,the uneven channels is an important reason.Social capital to exit the situation in the PPP mode are classified and analyzed the current situation of the development of the PPP mode,jilin province,the PPP pattern of social capital exit channel,and puts forward improving the PPP model of social capital to exit the relevant laws and regulations system,build a reasonable return and risk sharing mechanism,perfecting the financial market,widen the social capital withdrawal system,integrating the PPP project resources,The establishment of PPP project learning platform and other countermeasures.
