摘要
为了评价危险品道路运输风险,建立了基于作业分解-风险分解(WBS-RBS)及风险度理论的风险评价模型。通过将危险品道路运输过程划分为承运、运输和交付作业3个阶段,构建了人员、设备、管理、环境和危险品5个方面21个风险评价指标体系。最后以“6·29油罐车爆炸事故”为例,采用该方法得出了其各工作风险等级及关键风险因素,评价结果能较为准确地反映事故风险情况。该方法可以对危险品道路运输全过程全风险进行有效识别和分析,对于预防事故发生具有重要意义。
In order to assess the risk of hazardous material road transportation,a risk assessment method of work breakdown structure and risk breakdown structure(WBS-RBS)and risk degree was worked out.The process of hazardous goods road transportation can be divided into three periods,carriage,transportation and occupation,and the 21 risk evaluation indexes including human,equipment,administration,environment and hazardous goods were put forward.Finally,the method were used to analyze risks in the tank truck explosion accident,the risk level and key risk factors were gotten,and the assessment results can reflect the risks in the accident correctly.The method of WBS-RBS can identify all risks and processes effectively,and it was of great significance to prevent hazardous goods road transportation accidents.
