民用航空安全管理体系评估发展现状研究

Research on the Development Status of Evaluation of Safety Management System in Civil Aviation

通过对6种现存的SMS评估方法进行研究和对比,发现不同评价方法在指标体系设置、评价指标、评价方法选择、评价结果展示等方面均存在各自的优势与不足,通过取长补短,可为建立一套适合我国民航的SMS评价指标体系奠定基础,该体系应在强调遵守规章的基础上,以我国民航的具体实际情况为出发点,按照组织管理理论和系统安全的思想,以提高系统安全裕度和防范风险的能力为目标。

Through the research and comparison of 6 existing SMS evaluation methods,this paper finds that different evaluation methods have their own advantages and disadvantages in terms of index system setting,evaluation index,selection of evaluation methods and presentation of evaluation results.The findings above can lay the foundation for the establishment of a set of SMS evaluation index suitable for civil aviation in China.The system should emphasize the compliance with regulations,take the specific situation of civil aviation in China as the starting point,follow the theory of organization management and the thought of system safety and aim to improve the safety margin and the ability to prevent risk.
