新时代老年群体养老获得感:产生机理、逻辑进路与实现路径

获得感作为习近平新时代中国特色社会主义思想的重要组成部分,为衡量老年群体生活福祉提供“中国概念”。新时代老年群体养老获得感的产生是客观获得与主观评价合力作用的结果,精准化满足差异化养老需求的实际获得是养老获得感产生的客观基础,通过公平认知与多重比较叠加对实际获得产生满意的主观评价是养老获得感产生的主观基础,而遵循的逻辑进路为,“基本权利要求的获得产生逻辑”“实现多维度发展的需求满足逻辑”,以及“基于获得利益比较的主观评价逻辑”。中国为有效提升新时代老年群体养老获得感,应通过革新养老理念、发展科技驱动的智慧化养老模式、优化养老保障制度,实现养老保障从“福利”到“权利”、从“供需错位”到“精准供给”、从“隐形失衡”到“适度平衡”的三大转变。

As an important part of Xi Jinping′s new socialist ideology with China′s characteristics,the sense of gain provided a"Chinese concept"for measuring the well-being of the elderly.In the new era,the generation of sense of pension gain is the result of the combined effect of objective actual acquisition and subjective evaluation.The objective basis of sense of pension gain is to accurately meet the actual acquisition of different pension needs.The subjective basis of sense of pension gain is to superimpose the subjective evaluation of satisfaction with actual acquisition through fair cognition and horizontal and vertical comparison.The logical approach it follows is"the logic of obtaining basic rights","the logic of meeting the needs of multi-dimensional development"and"the logic of subjective evaluation based on benefit comparison".In order to effectively enhance the sense of pension gain in the new era,China should innovate the concept of elderly support,develop technology-driven intelligent pension model,optimize the old-age security system,and realize old-age security from"welfare"to"rights",from"supply and demand dislocation"to"precise supply",from"invisible imbalance"to"moderate balance"of the three shift.
