我国东西部高等教育发展水平的若干分析

An Analysis of the Higher Education Development Level in Eastern andWestern China

高等教育均衡发展是一个国家高等教育体系成熟的标志。一系列数据和现象表明,在市场经济冲击下,我国西部高等教育与东部地区相比较,发展差距有扩大的态势。西部高等教育整体规模小,财政支持相对较低,院校分布和办学层次的结构不合理,高水平大学、高水平学科、高水平人才稀缺。为缩短东西部高等教育发展的差距,需要充分借助我国的“制度优势”,激活西部高等教育的内生动力,促进东部高等教育“向西而行”,实现全国“一盘棋”的高等教育均衡发展。

The balanced development of higher education is a sign of the maturity of a national higher education system.A series of data and phenomena show that under the impact of the market economy,the development gap of higher education between western and eastern China is widening.In western China,higher education has a small scale on the whole;the financial support it receives is relatively low;and the structures of university distribution and the schooling level are unreasonable.Additionally,higher-level universities,disciplines and talents are in severe shortage.To narrow the gap,it is necessary to activate the endogenous driving force of higher education in western China and to promote higher education in eastern China to“go west”by utilizing China’s“institutional advantages”,so as to achieve a balanced development of the national higher education as a whole.
