建党百年的中国经济发展:一种新的“二元体制经济学”解释框架

China’s Economic Development Since the Founding of the Communist Party of China:A New Interpretation Framework of“Dual-system Economics”

2021年是中国共产党成立100周年,百年征程见证了由党领导的伟大经济社会转型,尤其是改革开放以来,中国经济改革、发展与稳定是世界经济发展史上绝无仅有的奇迹。国内外的大部分学者仍然主要基于西方经济学的索洛增长理论、刘易斯增长理论、新古典增长理论和内生增长理论等来解释中国过去的经济增长阶段和发展模式。本文认为这些传统的经济增长解释框架均忽略了中国的改革贡献,尤其是从“计划经济一元体制”向“市场与计划二元体制”转轨,最终向“市场经济一元体制”并轨的“1-2-1”体制改革并没有包含在现有经济解释框架中。本文提出了一种新的“二元体制经济学”来填补解释中国经济改革、发展与稳定的理论框架,以期为“十四五规划和2035年远景目标”、第二个百年奋斗目标的实现提供中国特色社会主义市场经济学的理论基础。

The year 2021 marks the centenary of the Communist Party of China.The centennial journey has witnessed the great economic and social transformation led by the Party.Especially since the reform and opening up,China’s economic reform,development and stability are unique miracles in the history of world economic development.Most scholars at home and abroad explain China’s past economic growth stages and patterns based on the Solow growth theory,Lewis growth theory,neoclassical growth theory and endogenous growth theory of western economics.This paper holds that these traditional economic growth interpretation frameworks have neglected the contributions of Chinese reform,especially the“1-2-1”system reform is not included in the existing economic interpretation framework,which transits from the unitary system of planned economy to the dual system of market and planned economy and finally to the unitary system of market economy.This paper proposes a new interpretation framework of“dual-system economics”to fill up the theoretical framework for explaining China’s economic reform,development and stability.It is expected to provide a theoretical foundation of socialist market economics with Chinese characteristics for the realization of the 14th Five-Year Plan and the Long-Range Objectives Through the Year 2035 and the realization of the Second Centenary Goal.
