国土空间规划体系下用地协调机制的探讨

Discussion on Land Use Coordination Mechanism under Territorial Spatial Planning System

国土空间规划的出台标志着空间类规划统一体系的基本形成,在新的国土空间规划体系构建过程中,如何落实土地管理工作的统一构想,如何解决不同空间规划带来的用地规划不协调等矛盾,是开展国土空间规划工作过程中亟需解决的问题,也是落实用地规划的基本依据和条件。通过研究现行各类空间规划用地特征,梳理总结出不同的空间规划在用地协调过程中存在着用地规划价值观取向不一致、用地分类标准不统一、用地指标和布局不协调、用地管控交叉重叠等四个方面的问题,借鉴英国、美国和德国等发达国家的空间规划经验,分别从用地价值、用地分类、用地规模、用地管控四个方面探讨这些经验启示,借鉴他们的经验,结合我国空间规划的实际情况,文章提出了我国国土空间规划体系下的用地协调机制。

The issue of territorial spatial planning marks the basic formation of a unified system of spatial planning.In the process of establishing a new territorial spatial planning system,how to implement the unified concept of land management and how to solve the disharmony of land use planning caused by different spatial planning are urgent problems to be solved in the process of territorial spatial planning,and are also the fundamental basis and condition of implementing land use planning.By studying the land use characteristics of various current spatial planning,this paper combs and summarizes that there are four problems in the process of land use coordination in different spatial planning,such as inconsistent value orientation of land use planning,inconsistent land use classification standards,uncoordinated land use indicators and layout,and overlapping land use management and control,and draws lessons from the spatial planning experience of developed countries such as the United Kingdom,the United States and Germany.This paper discusses the enlightenment of these experiences from four aspects:land use value,land use classification,land use scale and land use management and control.Drawing on these experiences and combined with the actual situation of Chinese spatial planning,this paper puts forward the land use coordination mechanism under the territorial spatial planning system in China.
