疫情类公共卫生事件扩散与防控的空间重构作用——以流空间为视角 被引量:1

摘要 从人文地理的地方与空间角度探讨疫情类公共卫生事件,构建疫情扩散与防控的空间重构作用模型,以新冠肺炎疫情为例进行案例解析,分析空间重构对新冠肺炎传播的影响以及对新冠肺炎防控的作用。结果表明:当下时代信息和通信技术实现了人类生存与生活中各种要素的快速流动,将传统的地理空间解构为地方场所和流空间,二者构成的复合空间正是信息社会疫情扩散的环境与条件;这种空间重构作用以流空间的多维要素流为载体,其中的信息流与交通流是其他要素流动的基础,使影响疫情发展的人口流、资金流、物流、技术流、知识流等要素能够打破时空界限;流空间中各要素在不同地方场所间的流动既有增加疫情扩散的风险,也对疫情防控存在积极意义。空间重构的作用机制不仅能够为我国公共卫生应急预案提供新的启示,也能为更好地预防和应对其他类型的公共危机事件提供思路。 This study discusses epidemic public health events from the place and spatial perspective of human geography,constructs a theoretical model of the spatial reconstruction mechanism of epidemic spread and prevention and control,combines with case analysis about COVID-19.The results show that:In the information society,information and communication technology has realized the rapid flow of various elements in human survival and daily life.The traditional geographical space is divided into two parts:the space of place and the space of flows.The compound space formed by the two parts is exactly the environment and conditions for the spread of epidemic diseases in the information society.This spatial reconstruction function takes the multi-dimensional element flow as the carrier,and takes the information flow and traffic flow as the basis of other element flows,that makes the series elements which affect the development and prevention of epidemic can cross the traditional time-space boundary.The flows of the elements between different places not only increases the risk of epidemic spread,but also has a positive significance for epidemic prevention and control.The mechanism of space reconstruction can not only provide new inspiration for the public health emergency plan,but also provide ideas for better prevention and response to other types of public emergencies.
