关于“建设工程工程量清单及计价标准”的编制设想

Ideas on Preparation of“Standards of Bill of Quantities and Valuation for Construction Work”

住房和城乡建设部于2020年发布的《关于印发工程造价改革工作方案的通知》,明确工程造价进一步向市场化方向改革,改进工程计量和计价规则,坚持从国情出发,借鉴国际通行做法,修订工程量清单计价规范,加快建立造价指标指数。目前实施的《建设工程工程量清单计价规范》(GB 50500-2013)已难以适应建设工程造价深化改革的新形势要求,需要制定新的适用市场多方面需求的“建设工程工程量清单及计价标准”。“建设工程工程量清单及计价标准”应根据建设项目不同的设计阶段(方案设计阶段、初步设计与扩大初步设计阶段及施工图设计阶段)所对应的不同深度设计图纸来制定,以满足建筑市场实际可根据项目在不同的设计阶段来进行发承包招标的需要,以适应市场和规范市场发承包行为。

In 2020,the Ministry of Housing and Urban-Rural Development of the People’s Republic of China issued"The no-tice about the Work Program of Project Cost Reform".It is clarified that the project cost would be further reformed toward market orientated reform,the project measurement and valuation regulation should be improved.Based on its own national conditions and drawing experience from international practices,we should work on revising the quantity calculation specifica-tions and accelerating the establishment of the construction cost index.At present,the implementation of the"Code of bills of quantities and valuation for construction works"(GB 50500-2013)is difficult to adapt to the reform requirements of the con-struction project cost.It’s needed to draw up new standards of bills of quantities and valuation for constructions works and meet various market demands."Standards of bills of quantities and valuation for construction works"should be formulated ac-cording to the different depth of design drawings corresponding to different design stages of construction projects(Concept Design Phase,Preliminary Design&Expand Preliminary Design Phase,and Construction Drawing Design Phase),so as to meet the needs of contract bidding in different design stages of the project,and adapt to the market and standardize the market contract behavior.
