海外华侨华人统战工作推动“一带一路”高质量发展研究

Research on the High-quality Development of the Belt and Road Initiative Promoted by the United Front Work of Overseas Chinese

“一带一路”高质量发展是我国新时期对外开放战略的升级和深化,对海外统一战线发展具有重要意涵。海外华侨华人统战工作推动“一带一路”高质量发展的有利因素在于沿线国家对“一带一路”倡议的合作支持、海外侨胞的高度认同、华人网络的强大实力和海外统战工作的经验累积,同时“一带一路”高质量发展也为海外华侨华人统战工作带来了政策机遇、发展机遇与合作机遇。当前海外华侨华人统战工作面临外部风险叠加、服务赤字增长、侨胞发展与安全压力螺旋上升等诸多因素的现实挑战,为推动共建“一带一路”高质量发展带来现实障碍。为此,海外统战部门应坚持以习近平海外统一战线思想为指南,多措并举,强化风险管理参与;多管齐下,提升海外统战服务能力;重点引导,统筹侨胞发展与安全需求平衡,为“一带一路”高质量发展贡献智慧和力量。

The high-quality development of the Belt and Road Initiative is the upgrading and deepening of China's opening-up strategy in the new era,and it has important implications for the development of overseas united front work.The favorable factors of the united front work of overseas Chinese in promoting the high-quality development of the Belt and Road Initiative lie in the cooperation and support of countries along the route,the high recognition of overseas Chinese,the strong strength of Chinese network and the accumulation of experience in overseas united front work.Meanwhile,the high-quality development of the Belt and Road Initiative also brings policy opportunities,development opportunities and cooperation opportunities to the united front work of overseas Chinese.At present,the united front work of overseas Chinese is confronted with many practical challenges,such as the superposition of external risks,the growth of service deficit,the spiral rising pressure of development and security of overseas Chinese,which bring practical obstacles to promoting the high-quality development of the Belt and Road Initiative.To this end,overseas united front departments should adhere to Xi Jinping's overseas United front thought as a guide,take multiple measures to strengthen participation in risk management,make multi-pronged efforts to enhance the overseas united front service capabilities,focus on guidance to balance the development and security needs of Overseas Chinese,and contribute wisdom and strength to the high-quality development of the Belt and Road initiative.
