浅谈“十四五”生态环境保护规划的编制——以浏阳市为例

以浏阳市为例,在分析“十四五”时期生态环境保护形势和需求的基础上,提出“十四五”生态环境保护规划应围绕经济高质量发展和生态环境高水平保护两大主题,制定有效措施强化生态环境底线约束、提升生态环境质量、构建绿色生态屏障,走绿色发展之路。

Taking Liuyang City as an example,based on the analysis of the situation and needs of ecological environment protection during the"14^(th) Five-Year Plan"period,the ecological environment protection plan of the"14^(th) Five-Year"should focus on the two themes of high-quality economic development and high-level ecological environment protection,develop effective measures to strengthen the bottom line constraints of ecological environment,improve the quality of ecological environment,build a green ecological barrier,and take the road of green development.
