A Hospital Disaster Vulnerability Analysis and Research Conclusions and Improvement Measures

目的开展灾害脆弱性分析(hazard vulnerability analysis,HVA),了解现阶段医院应急管理存在的缺陷与不足,指导并促进医院应急管理能力的持续提高。方法通过应用HVA风险评估矩阵法对医院潜在的各种灾害进行风险评估,明确需要优先应对的风险事件。结果通过医院灾害脆弱性分析,可知医院面临危险事件风险排序前5位的依次为:火灾事故(39.72%)、医疗纠纷事故(35.35%)、突发公共卫生事件(33.96%)、压力容器爆炸事故(31.70%)、电梯意外事故(31.28%)等,明确了医院需要优先应对的重点突发风险事件。结论开展灾害脆弱性分析是医院识别潜在风险的重要手段和依据,有助于制订各类针对性的应急预案,提高医院应急管理能力,确保医疗安全。

Objective To carry out hazard vulnerability analysis(HVA)to understand the shortcomings and deficiencies of hospital emergency management at this stage,and to guide and promote the continuous improvement of hospital emergency management capabilities.Methods Through the application of HVA risk assessment matrix method,the risk assessment of various potential disasters in the hospital is carried out,and the risk events that need to be dealt with first are identified.Results Through the analysis of the vulnerability of hospital disasters,it can be seen that the top 5 risk rankings of hazardous events faced by hospitals were:fire accidents(39.72%),medical disputes(35.35%),public health emergencies(33.96%),and pressure vessel explosions accidents(31.70%),elevator accidents(31.28%),etc.,have clarified the key emergencies that the hospital needs to deal with first.Conclusion Carrying out disaster vulnerability analysis is an important means and basis for hospitals to identify potential risks.It is helpful to formulate various targeted emergency plans,improve hospital emergency management capabilities,and ensure medical safety.
