乡村振兴背景下的“三治融合”乡村治理体系构建路径探析

An Analysis of the Construction Path of“Three-Governance Integration”Rural Governance System under the Background of“Rural Revitalization”

乡村振兴作为党的十九大所确立的重要战略方针,关系到我国能否如期建成社会主义现代化国家,自确立之日起便受到广泛关注。基于当下社会治理体系的多元化,实现乡村的全面振兴必须构建符合乡村的治理体系。以自治、德治和法治为核心的“三治融合”作为当前乡村治理体系的新尝试,为乡村振兴提供了新的路径。目前“三治融合”的乡村治理体系与乡村振兴的关联性以及地位和功能还存在认识不清的问题,“三治融合”的乡村治理体系本身构建还存在一定不足:治理主体的认知、治理方式的不协同、组织建设的不足与缺乏相关配套制度规范等主要限制性因素。为了进一步发挥好“三治融合”的乡村治理体系在乡村振兴中的关键作用,梳理好两者之间的关系,针对存在的问题为“三治融合”的乡村治理体系构建提供进一步完善的建议,从而推动当前乡村工作的有效开展。

Rural vitalization,as an important strategic policy established by the 19th National Congress of the Communist Party of China,is related to whether China can be built into a modern socialist country on time.It has been widely concerned since its establishment.Also,based on the diversification of the current social governance system,it is necessary to build a governance system conforming to the countryside in order to realize the all-round revitalization of the countryside.The integration of autonomy,rule of virtue and rule of law is a new attempt of the current rural governance system,which provides a new path for rural revitalization.However,in practice,the relevance,status and function of the"three-governance integration"rural governance system and rural revitalization are still unclear,and the construction of the"three-governance integration"rural governance system itself still has some deficiencies.The main restrictive factors are the cognition of the governance subject,the non-coordination of the governance mode,the insufficiency of the organization construction and the lack of relevant supporting systems and norms.Therefore,in order to further play the key role of the"three-governance integration"rural governance system in rural revitalization,sort out the relationship between the two,and provide further improvement suggestions for the construction of the"three-governance integration"rural governance system according to the existing problems,so as to promote the effective development of the current rural work.
