“东盟方式”对维护东南亚区域稳定的影响分析

Analysis of the Impact of“ASEAN Way”on Maintaining Regional Stability in Southeast Asia

“东盟方式”是一套具有东盟特色的成员国与对话伙伴国间协调冲突、促进合作的规范体系,具有非正式性、协商一致和不干涉等特点,决定了其对维护东南亚区域稳定存在双重影响。这种方式的突出特点是有利于以和平的方式解决冲突,增进成员国间的了解与合作并强化“东盟意识”,但也会导致国家间核心利益难以协调,阻碍东盟的组织建设,不利于东盟国际影响力的扩大。本文通过研究认为:应坚持东盟特色,不断完善“东盟方式”,使其更好地在维护东南亚区域稳定中发挥作用。

The“ASEAN Way”is a set of normative systems with ASEAN characteristics for coordinating conflicts and promoting cooperation between member countries and dialogue partners.It exhibits the features of informality,consensus and non-intervention,which determines its dual effect on maintaining stability in Southeast Asia.The prominent features of this approach is that it is conducive to the peaceful settlement of conflicts,enhancing understanding and cooperation among member states,and strengthening the“ASEAN awareness”,but it will also lead to difficulties in coordinating the core interests of the countries,hindering the organization and construction of ASEAN,thus impeding the expansion of ASEAN’s international influence.Through research,this article believes that the characteristics of ASEAN should be adhered to and the“ASEAN Way”should be constantly perfected to make it better play a role in maintaining the stability of Southeast Asia.
