国际铁路DB项目综合风险评价与管理

Comprehensive Risk Assessment and Management of International Railway DB Project

以中国铁建股份有限公司承建的阿联酋铁路二期DB总承包项目为例,结合项目实际及类似工程经验进行了该项目风险因素的识别,构建了风险评价指标体系,进而应用网络层次分析法对各风险因素关系进行梳理,并利用所建立的风险评价模型计算该项目各风险因素指标权重,从而指出该项目实施过程中经济风险和政治风险是所面临的主要风险因素,应采取有效措施予以应对。论文所得出的结论对于类似国际DB工程项目的顺利实施具有参考借鉴价值。

Taking the UAE Railway Phase II DB general contracting project undertaken by China Railway Construction Corporation as an example, the risk factors of the project are identified based on the project practice and similar engineering experience, and a risk evaluation index system is constructed. Then the network analytic hierarchy process(AHP) is applied to sort out the relationship between risk factors.By using the established risk assessment model to calculate the weight of each risk factor index of the project, it is pointed out that economic risk and political risk are the main risk factors in the implementation of the project, and effective measures should be taken to deal with them. The conclusions obtained in this paper have reference value for the successful implementation of similar international DB projects.
