基于战略路线图的运动休闲农村特色小镇治理路径研究

基于战略路线图创建的运动休闲农村特色小镇是新时期社会经济融合乡镇体育事业高度发展的产物,属于多层次结构的“特色旅游产业”。立足于战略路线图的发展角度,运动休闲农村特色小镇以政府监管、社会投资、金融机构、PPP融资四步驱动为建设流程,形成了利益共享与风险共担的开发模式。文章通过战略路线图对我国运动休闲农村特色小镇展开全方位分析,以落实战略路线发展目标为建设核心,对运动休闲农村特色小镇的治理路径提供战略性理论依据。

The sports-and-leisure characteristic town based on the strategic roadmap is the product of the high-end development of township sports with the integration of social economy in the new era,and it belongs to the“characteristic tourism industry”with multi-level structure.Based on the development perspective of the strategic roadmap,the construction process of sports and leisure town is driven by government supervision,social investment,financial institutions and PPP financing,thus forming a development mode of sharing interests and risks.Through the strategic route map,this paper analyzes the sports-and-leisure characteristic towns in China in an all-round way,taking the implementation of the strategic line development goals as the construction core,and provides strategic theoretical basis for the governance path of sports-and-leisure characteristic towns.
