中国水利投资与经济社会可持续发展关系研究

Research on the Relationship between Water Conservancy Investment and Sustainable Economic and Social Development in China

为研究中国水利投资与区域经济社会可持续发展的关系,通过熵权法构建了经济社会可持续发展评价体系,综合评价了我国2006—2018年的经济、社会、环境及综合发展水平。同时在构建评价体系的基础上,通过DEA的测度探究水利投资对经济社会可持续发展的推动作用。实证结果表明,我国经济总量在不断放大,社会发展趋于稳定,环境发展逐渐良好,总体上保持着持续发展的状态;2006—2018年间伴随着经济发展指数的增加,环境与社会发展指数趋于稳定;我国2018年不同效益下的水利投资综合效率、纯技术效率与规模效率均等于1,表明水利投资得到了充分的利用,同时得到了理想的效益;而其余效率值小于1的年份中,水利投资的总量和结构与社会经济环境的发展水平不相匹配。

The purpose of this paper is to study the relationship between water conservancy investment and regional economic and social sustainable development in China.The evaluation system of economic and social sustainable development is constructed by entropy weight method,which comprehensively evaluates the economic,social,environmental and comprehensive development level of China from 2006 to 2018.At the same time,on the basis of constructing the evaluation system,this paper explores the role of water conservancy investment in promoting the sustainable development of economy and society through the measurement of DEA.The empirical results show that China’s economic aggregate is expanding,the social development tends to be stable,and the environmental development is gradually good,and generally maintains the state of sustainable development;From 2006 to 2018,with the increase of economic development index,the environmental and social development index tends to be stable;In 2018,the comprehensive efficiency,pure technical efficiency and scale efficiency of water conservancy investment in China under different benefits are equal to 1.The results show that the water conservancy investment has been fully utilized and the ideal benefit has been obtained at the same time;In other years when the efficiency value is less than 1,the total amount and structure of water conservancy investment do not match the development level of social economic environment.
