Analysis of the Government Purchase Service Policy Agenda Based on the Multi-source Flow Theory

基于金登的多源流理论,从问题、政策和政治源流,对《政府购买服务管理办法》(以下简称《管理办法》)“政策之窗”的开启进行分析,探究该政策出台的必要性;相关指标的变动、购买服务实践中频现的问题以及变相举债的焦点事件引发了问题源流;学者对政府购买服务的观点、政府出台的解决措施以及利益相关者的积极之举推动了政策源流;公众的多元化需求的国民情绪、政府职能转变的政治气候以及市场和社会组织规范的制度环境组成了政治源流。

Based on Kingdon’s theory of multiple sources,this article analyzes the opening of the“poli⁃cy window”of the Administrative Measures for Government Purchase Services(hereinafter referred to as Administrative Measures)from problems,policies and political sources,and strives to explore the ne⁃cessity of the policy.Changes in indicators of social organizations and government agencies,problems in the practice of government purchases of services,and focus incidents in disguised borrowing have triggered the source of the problem;domestic and foreign scholars’views on government purchases of services,the resolution measures issued by the central and local governments,and the concerns of stakeholders positive actions have promoted the source of policy;the national sentiment of the public’s diversified needs,the political climate of the transformation of government functions,and the institution⁃al environment of the market and social organization norms constitute the political source.
