破解职业农民培育矛盾策论

摘要 随着农业现代化快速发展,更高的机械化水平和科技贡献率,需要高素质农民从事农业,更高的农业规模化、合作化程度,需要专门的职业农民成为主力军。但现在的农业从业人员不能满足这一要求,在培育提升过程中,存在老龄化与年轻化、差异化与一体化、季节性与常态化和分散性与集中性、收入收益等一系列矛盾问题。分析未来农业从业人员主要组成,培育提升现有农业从业人员,培养有志于农业的人员,包括经过大学培养教育的农业大学生成为重要任务。破解职业农民培育矛盾,培育现代职业农民,需要理解和把握破解矛盾的认识论、方法论、辩证法,需要将扶持农业的政策覆盖到职业农民培育上,关口前移到职业农民的培育上,搞好培养教育设施设备、师资队伍、培育体系建设,建立送教到村到地体制和以奖代补保障机制,特别是转变守株待兔式的传统教育模式,建立乡村级农民走读培训学校,变学员求学为教员送教,变要我学为我要学,使职业农民培育有人专门教、有人参加学、有条件组织培育。 With the rapid development of agricultural modernization,a higher level of mechanization and scientific and technological contribution rate,high-quality farmers need to be engaged in agriculture,a higher agricultural scale,cooperation degree,the need for specialized professional farmers to become the main force.However,the current agricultural practitioners cannot meet this requirement.In the process of cultivation and upgrading,there are a series of contradictory problems,such as aging and youth,differentiation and integration,seasonality and normalization and decentralization and centralization,and income and income.It is an important task to analyze the main composition of agricultural practitioners in the future,cultivate and improve the existing agricultural practitioners,and cultivate people who are interested in agriculture,including agricultural college students who have undergone college training and education.We will solve the contradiction between cultivating professional farmers,cultivate modern professional farmers,it is necessary to understand and grasp the epistemology,methodology and dialectics of solving contradictions,policies to support agriculture need to be covered in the cultivation of professional farmers.the pass has moved forward to the cultivation of professional farmers,we will develop educational facilities,equipment,teachers,and training systems,we will establish a system of sending education to villages and a guarantee mechanism of using awards for subsidies,in particular,to change the traditional type of education mode,establish a rural-level day training school for farmers,change students to study for teachers,change me to learn for me to learn,make professional farmers cultivate someone to teach,someone to participate in learning,conditions to organize cultivation.
