“三变”改革背景下“三农”问题中农户利益保障的问题与对策

"三农"问题是根本的民生问题,与国家层面的民生发展状况直接挂钩,我党始终将解决"三农"问题作为发展的核心问题。当前阶段我国所推行的经营机制主要为统分结合制,该机制的主要问题有"均匀分、差别统",这无疑于拖缓了农村的发展进度,基于上述因素,农村"三变"改革应运而生,成为了解决该现实问题的积极探索,但是随着"三变"改革逐渐由区域向全国范围扩散,使得农户的权益问题日益凸显,主要表现为多种因素综合作用,使得农民利益缺乏有效的保障机制。本文以此为研究背景,结合现今热度较高的"三变"改革,综合分析"三农"问题,积极探究保障农民利益的有效对策,从而丰富未来阶段的研究思维。

The issues of agriculture,rural areas and farmers are fundamental livelihood issues and are directly linked to the development of people’s livelihood at the national level.Our Party has always taken solving the problems of agriculture,rural areas and farmers as the core issue of development.The current stage of the management mechanism is mainly unified combination system,the main problem of the mechanism has"uniform,differential",which undoubtedly slows down the development of the rural areas,based on the above factors,the rural"three changes"reform,became the active exploration to solve the practical problem,but with the"three changes"reform gradually from region to the national spread,make the rights and interests of farmers are increasingly prominent,mainly for a variety of factors,make farmers’interests lack of effective protection mechanism.This paper takes this as the research background,combines with the current hot"three changes"reform,comprehensively analyzes the"agriculture,rural areas and farmers"problems,and actively explores the effective countermeasures to protect the interests of farmers,so as to enrich the research thinking in the future stage.
