我国农村环境污染防治的法律对策研究

Legal Research on Environmental Pollution in Rural China

当前我国农业污染、养殖业污染、工业污染和生活污染并存,污染型企业向农村转移加重环境污染。农村环境的好坏直接关系农业的可持续发展,关系到"美丽乡村"的顺利建设,而我国农村普遍存在环保立法滞后,基层执法力度不足,农民司法救济困难等问题。本文深入分析农村环境污染的原因,从完善立法,增强执法,提升司法等方面提出有益的法律对策。

At present,agricultural pollution,breeding industry pollution,industrial pollution and domestic pollution coexist in my country’s rural areas,and the transfer of polluting enterprises to the countryside has increased environmental pollution.The quality of the rural environment is directly related to the sustainable development of agriculture and the smooth construction of"beautiful villages".In rural areas,there are generally problems such as lagging legislation,insufficient grassroots law enforcement,and difficulties in judicial relief for farmers.This article analyzes the causes of rural environmental pollution in depth,and proposes beneficial legal countermeasures from improving legislation,strengthening law enforcement,and improving justice.
