论我国推进科技自立自强战略的必然性

On the Necessity of Advancing the Strategy of Self-reliance and Self-strengthening in Science and Technology in China

2012年以来,以习近平同志为核心的党中央高度重视科技创新,并作出“创新是引领发展的第一动力”的重要论断,以此推动经济社会发展。此后,党的十九大及十九届二中、三中、四中全会分别就提高自主创新能力,建设创新型国家作出重要安排。特别是十九届五中全会把实现科技自立自强作为“十四五”期间国家重要发展战略。面对世界百年未有之大变局以及国内构建新发展格局的需要,通过打造科技领域“杀手锏”技能,进而突破“卡脖子”困境,成为当务之急。

Since 2012,the new Party Central Committee with Comrade Xi Jinping at the core has attached great importance to scientific and technological innovation and insisted on the new development concept that innovation is the first driving force for development,so as to promote economic and social development.Since then,the 19th National Congress of the Communist Party of China and the Second,Third,and Fourth Plenary Sessions of the 19th Central Committee have made important arrangements for improving independent innovation capabilities and building an innovative country.In particular,the Fifth Plenary Session of the 19th Central Committee of the Communist Party of China took the realization of scientific and technological self-reliance as an important national development strategy during the“14th Five-Year Plan”period.In the face of major changes in the world unseen in a century and the need to build a new development pattern in China,it has become a top priority to create decisive skills in the field of science and technology to break through the bottlenecks.
