Discussion on the Problem Domain of Public Management Philosophy

公共管理哲学作为一门新兴的交叉学科,自诞生之日起就因其内涵阐释和研究领域过度偏向公共管理学而饱受争议。文章立足哲学的致极性、时代性和前瞻性三个主要特征,从部门哲学的分析视角出发,分别界定了公共管理哲学的内涵和问题域,并对公共管理哲学问题域中涉及的公共管理价值观和重要问题的衍变历程做出不同程度的反思,以期从中挖掘一些规律性存在,对未来公共管理实践和理论的发展提供部分指导性原则。

As a new interdisciplinary subject,the philosophy of public management has been controversial since its birth because of its over-biased public management in the field of connotative interpretation and research domain.Based on the three main characteristics of philosophy,such as polarity,times and forward-looking,this paper defines the connotation and problem domain of public management philosophy from the analytical viewpoint of departmental philosophy.It makes different degrees of reflection on the evolution of public management values and critical issues involved in the problem domain of public management philosophy to excavate some regular patterns from them,thus providing some guiding principles for developing future public management practice and theory.
