构建粤港澳大湾区一体化高等教育质量保障体系研究

A study of the construction of integrated higher education assurance system in Guangdong-Hong Kong-Macao Greater Bay Area

粤港澳大湾区高等教育质量保障一体化建设是促进大湾区高等教育一体化发展的重要保障,是推动大湾区人才互通与流动的重要途径。结合世界“三大湾区”高等教育质量保障体系建设经验及欧盟高等教育一体化发展进程的经验,基于国内研究现状,针对粤港澳大湾区高等教育质量保障一体化研究中存在基本框架、质量标准、运行机制方面缺乏系统性和实践性的问题,提出构建“共识”理念下的人才培养质量保障体系基本框架、实质等效的质量标准、“共治”基础上的评价运行机制和区域高校相互衔接的自治保障体系。

The integration construction of higher education quality assurance in the Guangdong-Hong Kong-Macao Greater Bay Area is an important guarantee to promote the integrated development of higher education and an important way to promote the exchange and flow of talents in the Greater Bay Area.In view of the lack of systematic and practical studies on basic framework,quality standard and operational mechanism of the integrated higher education quality assurance in the Greater Bay Area,this paper combines the analysis of higher education quality assurance system construction in the“three Bay Area”,the experience of higher education integration development process in European Union with the current research status in China,and puts forward some thoughts on constructing the basic framework of talent training quality assurance system under the concept of“consensus”,quality standard equivalent in essence,evaluation operation mechanism based on“co-governance”and interconnected autonomy guarantee system among colleges and universities in the Greater Bay Area.
