发达地区近郊区减量规划实施与启示——以上海市J镇为例

Implementation and Enlightenment of Land Decrement Planning in Suburban of Developed Cities——A Case of J Town in Shanghai

在新型城镇化和生态文明的背景下,部分发达地区的城市建设已经逐渐从增量规划进入存量规划的新阶段。上海作为全国首个全面推进集建区外存量建设用地减量化的试点,早在2014年,就率先推进减量化工作。笔者通过对上海市近郊区J镇的访谈调研,全面了解了上海J镇减量化工作推进的现状、推进过程中遇到的矛盾与难点。借鉴上海减量化实施的经验,总结出对其他地区正在开展的国土空间规划或存量规划的启示,并提出建议。

In the context of new urbanization and ecological civilization,urban construction in some developed cities has gradually shifted from incremental planning to inventory planning.As the first pilot project to comprehensively promote the reduction of stock construction land outside the concentrated construction area,Shanghai has taken the lead in land decrement since 2014.Through interviews and investigations in J Town of Shanghai,the author has a comprehensive understanding of the current status of the land decrement work in J Town,as well as the contradictions and difficulties encountered in the process.Drawing lessons from the experience of Shanghai’s implementation,the paper summarizes the enlightenment for territorial spatial planning or stock planning in other regions,and puts forward policy recommendations.
