摘要
构建健康优质的创业生态系统,可以有效促进创业。创业生态系统的网站信息在一定程度上反映了创业生态系统状况,因此借鉴全球创业观察(Global Entrepreneurship Monitor,GEM)模型,运用内容分析法对2019年浙江省86家产业园的官方网站进行文本信息挖掘,构建创业生态系统分析框架,分析创业生态系统的现状。研究发现:创业企业主要从银行机构获取资金,从创新性渠道获得的金融扶持较少;创业生态系统对人才政策、融资政策披露较好,但对园区政策以及税收政策涉及略少;创业生态系统能提供充分的基础设施,但缺少申报政府项目的服务以及其他商业服务;创业教育主要以理论形式开展;研发转移依赖高校为主的人才输送;系统内部有良好的文化及社会规范,而系统外部文化及社会规范有待提高。在此基础上,从微观层面提出优化创业生态系统建设的建议。
Building a healthy and high-quality entrepreneurial ecosystem can effectively facilitate entrepreneurship.The website information reflects the status of entrepreneurial ecosystem to some extent.The paper uses Global Entrepreneurship Monitor(GEM)model and content analysis method to mine text information of the official websites of 86industrial parks in Zhejiang province in 2019,and builds an entrepreneurial ecosystem analysis framework,to analyze the current situation of entrepreneurial ecosystem.The results show that startups mainly get funds from banking institutions,but get less financial support from innovative channels;the entrepreneurial ecosystem has better disclosure of talent policies and financing policies,but seldom involves park policies and tax policies;the entrepreneurial ecosystem provides sufficient infrastructure,but lacks government project declaration services and other commercial services;entrepreneurship education is mainly taught in theoretical form;the R&D transfer relies on the transfer of talents from colleges and universities;there are good cultural and social norms inside the system,but cultural and social norms outside the system remain to be improved.Finally,the paper gives some suggestions to optimize the construction of an entrepreneurial ecosystem from a micro perspective.
