基于AHP-DEMATEL的海绵城市PPP项目关键成功因素研究

Analysis of critical success factors of PPP projects in sponge city based on AHP-DEMATEL

为研究海绵城市政府与社会资本合作(PPP)项目的关键成功因素,首先采用文献统计法和案例分析法识别海绵城市PPP项目成功的影响因素,然后通过调研问卷调查和专家访谈获得相关数据,最后利用层次分析-决策实验室法(AHP-DEMATEL)对数据处理,得到各影响因素的综合影响度,从而识别关键成功因素。研究发现:在影响海绵城市PPP项目的32个因素中,政府的契约精神、稳定合理的回报机制、合理的合同风险分担机制、经验丰富的团队、长期稳定及良好的运营维护是5个关键成功因素。最后结合这5个关键成功因素分别提出相应的建议,为未来海绵城市PPP项目建设提供参考。

In order to study the critical success factors of Public-Private-Partnership(PPP)projects in sponge city,firstly,literature statistics and case analysis have been used to identify the factors that influence the success of PPP projects in sponge city.Then relative data has been obtained via questionnaire survey and expert interview.Lastly,AHP-DEMATEL(Analytic hierarchy process-decision making trial and evaluation laboratory)method has been used to analyze and process the data to obtain the comprehensive influence degree,so as to identify the critical success factors.Through the study of 32 success factors of PPP projects in sponge city:the government′s spirit of contract,stable and reasonable return mechanism,reasonable contract risk sharing mechanism,experienced team,long-term stability and good operation and maintenance are the five most critical factors affecting sponge city PPP projects.In the end,corresponding suggestions have been put forward for these five critical success factors respectively to provide references for the future construction of PPP projects in sponge city.
