京津冀城市群经济发展综合评价及不平衡性测度

Comprehensive Evaluation and Unbalance Measurement of Economic Development in Beijing-Tianjin-Hebei Urban Agglomeration

京津冀城市群的经济发展是其建设成为世界级城市群的重中之重,评估区域内各城市的经济实力,并考察其不平衡性具有重大现实价值。本文基于熵权TOPSIS法测算出此城市群所有城市历年来经济实力的评分值,再用泰尔指数法度量当地经济实力的不平衡特征。分析发现,北京和天津经济发展远远领跑其他城市,且与其他城市间差距未见明显的缩小态势,其他城市经济增长基础薄弱,后劲缺乏,亟需进一步加强,核心区内城市间和核心区与非核心区城市间经济实力差异都较大,城市群整体经济实力的非均衡性较突出,合理有序的协同发展举措势在必行。

The economic development of the Beijing-Tianjin-Hebei urban agglomeration is the top priority of the construction into a world-class urban agglomeration. It is of great practical value to evaluate the economic strength of each city in the region and investigate its imbalance.Based on the entropy weight TOPSIS method, the scoring value of the economic strength of all the cities in the urban agglomeration over the years is calculated, and then the Theil index method is used to measure the unbalanced characteristics of the local economic strength. It is found that Beijing and Tianjin are far ahead of other cities in economic development and the gap between them and other cities isn’t narrowed obviously, the economic growth of other cities has a weak foundation and lack of staying power, requiring further strengthening, the gap of economic strength among cities in core zone is huge, so is between cities in core area and cities in non-core area. On the whole, the unbalance of economic strength of the urban agglomerations is more outstanding and reasonable. Therefore orderly coordinated development measures are imperative.
