随着国家能源战略、海洋强国战略的实施,渤海油田开发进程的加码推进,船舶安全管理在稳步推进海上油气资源开发进程中的重要性不断凸显,在作业量不断攀升的形势下,研究船舶安全管理模式,从船舶前期准入、管理对标、引入第三方、系统的评价考核等等多个维度上形成了船舶安全管理的整体创新与升级,为公司增储上产目标的实现提供助力,为中国海油“七年行动计划”中新一轮油气勘探开发战略部署做足准备。
