中国老年人安宁疗护模式的比较与重构--基于试点城市(区)研究

Comparison and Reconstruction of Chinese Elderly's Care and Care Model:Based on Pilot City Research

以上海、北京、长春、洛阳、德阳5个先行试点安宁疗护政策的城市(区)为例,着重梳理、比较和分析其近三年安宁疗护模式的现状与异同,针对目前在社会、经济、医疗层面,服务机构、医护人员主体及人群保障制度三个维度的运行难点,重构“多方位、多元融合、多学科协作”的安宁疗护模式,并从行业标准、从业待遇、医保接轨、转介机制、资金投入五个角度提出保障机制。

Taking five pilot cities(districts),Shanghai,Beijing,Changchun,Luoyang,and Deyang that were the first to experiment with tranquility and care policies as examples,this paper focuses on sorting out,summarizing,comparing and analyzing the current situation and analysis of the models of tranquility and care in pilot cities in the past three years.In view of the current operational difficulties in the three dimensions of the social,economic,and medical level,the service organization,the main body of medical staff,and the population security system,it is planned to reconstruct the“multi-directional,multi-integrated,and multi-disciplinary cooperation”tranquility and care model.From the five perspectives of industry standards,employment benefits,medical insurance integration,referral mechanism,and capital investment,the security mechanism for the operation of the tranquility treatment model is proposed.
