大气污染防治考核与企业绿色技术创新 被引量:9

摘要 基于2010—2017年中国A股上市公司绿色专利数据,利用“大气污染防治考核”这一外生政策,采用倾向得分匹配与双重差分模型,研究了大气污染防治考核对重污染企业绿色技术创新的影响及其机理。结果发现,大气污染防治考核有利于促进重污染企业绿色技术创新。其作用机制是,大气污染防治考核通过缓解代理冲突这条路径对企业绿色技术创新的提升发挥作用。进一步分析发现,相对于考核PM10地区、环境法治化程度较低地区和知识产权保护力度较小地区,大气污染防治考核对企业绿色创新的促进作用在考核PM2.5地区、环境法治化程度较高地区和知识产权保护力度较大地区更为显著。研究结论提供了新的评价官员大气污染防治考核实施效果的研究视角,丰富了企业绿色创新影响因素的研究,也为政府完善领导干部政绩考核体系、推动重污染行业绿色转型升级提供了政策启示。 Based on the green patent data of China’s A-share listed companies from 2010 to 2017,using the exogenous policy of“air pollution control assessment”with the propensity score matching and the double difference model to study the impact of air pollution control assessment on the green technology innovation of heavily polluting enterprises and its mechanism.It is found that the assessment of air pollution prevention and control is conducive to promoting green technological innovation in heavily polluting enterprises.The mechanism is as follows:the assessment of air pollution prevention and control plays a role in the promotion of corporate green technological innovation through the path of mitigating agency conflicts.Further analysis found that compared to areas where the assessment of PM10,areas with a low degree of environmental legalization and areas with less protection of intellectual property rights,the promotion of air pollution prevention and control assessment on corporate green innovation is in the assessment of PM2.5 areas,with a higher degree of environmental legalization regions and the regions with greater protection of intellectual property rights are more prominent.The conclusions provide a new research perspective for evaluating officials’air pollution prevention and control assessment implementation effects,which enrich the research on the factors affecting corporate green innovation,and provide a policy inspiration for the government to improve the performance assessment system of leading cadres and promote the green transformation and upgrading of heavy-polluting industries.
