Experience and Enlightenment:The New Development of Higher Education Internationalization in Developed Countries

经济全球化背景下,高等教育国际化已然成为各国教育发展的主流趋势。文章解读德国、日本、加拿大各具特色的高等教育国际化发展进程顶层设计、规划体系、实施方案,从这些发达国家的高等教育国际化经验和做法中得到启示,提出构建中国特色高等教育国际化发展之路:以“人类命运共同体”理念引领高等教育国际化发展方向,以“双一流”建设为重点积极推进高等教育国际化进程,以“一带一路”教育共同体为纽带践行国际化合作交流,积极努力,促进中国高等教育国际化的大发展。

Under the background of economic globalization,internationalization of higher education has become the mainstream trend of education development in various countries.The article interprets the top-level design,planning system,and implementation plan of the development process of higher education internationalization in Germany,Japan,and Canada.It draws inspiration from the experience and practices of higher education internationalization in these developed countries,and proposes to build the internationalization of higher education with Chinese characteristics.The proposed development strategy is as follows:leading the international development of higher education with the concept of"Community with a Shared Future for Mankind";actively promoting the internationalization of higher education with the focus on"Double First-class"construction,and practicing international cooperation and exchanges within the"Belt and Road"education community so as to promote greater development of China’s higher education internationalization.
