乡村振兴战略背景下农村养老模式转向研究

Research on the Rural Pension Mode Turning under the Background of Rural Revitalization Strategy

实现“老有所依、老有所养”是乡村振兴战略的重要内容,我国人口老龄化形式日渐严峻,其中农村作为经济社会发展的稳定器,解决农村的养老难题有着重大的意义。面对目前农村地区“代际反哺”家庭养老功能日渐式微、“自给自足”养老模式质量不高、机构养老模式发展受阻等状况,该文探讨了乡村振兴背景下在农村地区发展农村互助型养老的意义与价值,并基于政策视角从把握互助型养老核心方向、建设服务型政府、理清政府的角色与职能等方面提出了农村互助型养老的发展思路。

It is an important part of the rural revitalization strategy to realize"providing for the old and providing for the old".The aging of China′s population is becoming increasingly severe,among which the rural areas,as a stabiliz⁃er and reservoir of economic and social development,have great significance and influence to solve the rural pension problem."Intergenerational feedback"in the face of the current rural family endowment function is waning,"self sufficiency"pension model quality is not high,institution endowment pattern of arrested development situation,the article puts forward the development of mutual aid endowment patterns in rural areas,rural revitalization of back⁃ground combined with the development of rural mutual model significance and the value of the pension,based on the perspective of policy from the mutual aid endowment core direction,building a service-oriented government and clar⁃ifying the role and function of the government provide ideas for the development of rural mutual assistance old-age care.
