国土空间规划是全域土地整治顶层设计和规划依据,全域土地整治是规划落实和用途管制重要平台和手段。文章阐释了国土空间规划背景下上海全域土地综合整治的体系构建,探讨了“空间规划—策划设计—项目实施”有序传导的全域土地综合整治技术路径。并以崇明区三星镇为例,剖析和总结全域土地综合整治具体实践内容和运作模式,可为全国全域土地整治实践提供借鉴。

National territory spatial planning is a top-level design and planning basis for comprehensive land consolidation.Comprehensive land consolidation is an important platform for planning implementation and control.This paper sorts out the system construction of comprehensive land consolidation in Shanghai in the background of national territory spatial planning,and studies the technical path in the order of“spatial planning,planning design,and project implementation”.Taking Sanxing town as an example,this research analyzes and summarizes the local practice and operation mode of comprehensive land consolidation,which can be used as a reference for national practice.
