基层预算协商治理的发展对策——对云南盐津参与式预算模式的反思

The Development Countermeasures of Budget Negotiation and Governance in the Basic Level——Reflection on the Participatory Budget Model in Yanjin of Yunnan Province

基层预算协商治理改革基本处于停滞状态,深入推进的难度较大。地方财源拮据、可用于改革的新增财力不足;县乡财政体制与公众参与的预算改革发生冲突,影响改革的积极性、主动性,导致基层预算协商难以持续、深化。为此,应当积极探索适应基层可持续发展的预算协商改革,发展地方优势产业,壮大地方财力,理顺县乡财政预算关系,培育公民社会,引导公民参与公共事务,努力实现基层治理体系和治理能力的现代化。

The reform of budget consultation and governance at the community level is basically at a standstill,making further progress difficult.Local government are hard up for money and there is not enough new financial resources available for the reform.The financial system of counties and townships conflicts with the budget reform with public participation,which weakens the enthusiasm and initiative of the reform and leads to the difficulty of sustaining and deepening the budget negotiation at the grass-roots level.Therefore,we should pursue a budget consultation reform that is suitable for the sustainable development of the grass-roots level,develop local advantageous industries,expand local financial resources,straighter out the fiscal budget relationship between counties and townships,build a civil society,guide citizens to participate in public affairs,and strive to realize the modernization of grass-roots governance system and governance ability.
