摘要 科学分析和客观评价中国能源结构优化对碳减排的贡献,对提高中国能源低碳发展水平具有积极意义。文章以统计数据资料为基础,分析研判了当前及未来30年我国能源总体需求与碳排放情况,以及能源利用结构转变的趋势,指出应以自然资源和国土空间支撑能源结构优化和碳减排协同发展。支撑能源结构优化和碳减排协同发展的举措包括:物质资源支撑——兼顾生态效益和成本效益的资源策略;地上空间支撑——科学匹配能源地理空间的产需端;地下空间支撑——发挥地质空间的多功能性和储能作用;海洋空间支撑——推进"蓝色能源"开发利用空间立体化;基础保障支撑——统筹协同低碳能源技术、政策和制度。 Scientific analysis and objective evaluation of the contribution of China’s energy structure optimization to carbon emission reduction is of positive significance to improve the level of low-carbon energy development in China.Based on the statistical data,the article analyzes and judges the overall energy demand and carbon emission in China at present and in the next 30 years,as well as the tendency of the transformation of energy utilization structure,then points out that the coordinated development of energy structure optimization and carbon emission reduction should be supported by natural resources and national land space.The measures to support the coordinated development of energy structure optimization and carbon emission reduction include the following aspects:material resource support-a resource strategy that considers both ecological and cost-effectiveness;aboveground space support-scientifically matching the production and demand of energy geographical space;underground space support-giving full play to the multi-functionality and energy storage of geological space;marine space support-promoting the three-dimensional development and utilization of"blue energy";basic guarantee support-coordinating low-carbon energy technologies,policies and systems.
