煤炭富集区低碳转型的主要路径——以晋陕蒙接壤区为例

Main Path of Low-carbon Transformation in Coal Enrichment Areas——A Case Study of Contiguous Area of Shanxi and Shaanxi Provinces,and the Inner Mongolia Autonomous Region

晋陕蒙接壤区是中国典型的煤炭富集区,煤炭资源驱动的经济发展模式导致结构性问题日益突出,加快低碳转型是该区域经济可持续发展的必然选择。经济新常态下,晋陕蒙接壤区经济增速出现断崖式下滑,"一煤独大"的产业结构转变与能源结构优化困难,"双碳"目标下低碳转型压力加大。在分析国外典型煤炭富集区转型经验的基础上,提出晋陕蒙接壤区低碳转型建议:(1)发展新兴替代产业,培育新的经济增长动力;(2)夯实煤炭兜底保障,发展替代清洁能源;(3)加大关键技术研发,提高能源利用效率。

The contiguous area of Shanxi and Shaanxi Provinces,and the Inner Mongolia Autonomous Region (SSIM) is the typical coal enrichment area in China,the economic development model driven by coal resources leads to increasingly prominent structural problems,and accelerating the low-carbon transformation is the inevitable choice of the sustainable development of the regional economy.Under the new normal of economy,the economic growth in the contiguous areas of SSIM has confronted a cliff-type decline.It is difficult to transform the industrial structure and optimize the energy structure of "coal dominates",and the pressure of low-carbon transformation under the "carbon emission peak and carbon neutrality" goal has increased.Based on the analysis of the transformation experience of foreign typical coal enrichment areas,the article puts forward some suggestions on low-carbon transformation in the contiguous areas of SSIM as follows:(1) develop emerging alternative industries and cultivate new economic growth engine;(2) strengthen the basic guarantee of the coal industry and develop alternative clean energy;(3) enhance research and development of key technologies and improve energy efficiency.
