“双碳”背景下能源行业的机遇和挑战 被引量:25

Opportunities and Challenges of Energy Industry under the Background of "Carbon Emission Peak" and "Carbon Neutrality"

摘要 碳达峰、碳中和对能源转型提出了更加迫切的要求,能源行业碳排放占全国碳排放总量的80%左右,实现"双碳"目标需要能源行业贡献更大的减碳比例。对我国能源行业而言,碳中和愿景目标给其转型带来了利好机遇,但同时也使其面临短期内任务重、负碳技术未成熟、新能源缺乏竞争优势等挑战。未来推动我国能源行业转型、落实"双碳"目标的主要措施包括:(1)统筹推进,力促协调发展;(2)创新技术,提高能源效率;(3)完善政策机制,健全法律法规标准;(4)发展绿色金融,调动企业积极性。 Carbon emission peak and carbon neutralization put forward more urgent requirements for energy transformation,the carbon emission of energy industry accounts for about 80% of total carbon emissions in China,and to achieve the "carbon emission peak" and “carbon neutrality” goal,the energy industry needs to contribute a greater proportion of carbon reduction.For China’s energy industry,the carbon neutralization vision brings good opportunities for its transformation,but it also faces challenges such as heavy tasks in the short term,immature negative carbon technology,lack of competitive advantages of new energy and so on.In the future,the main measures to promote the transformation of China’s energy industry and implement the "carbon emission peak" and “carbon neutrality” goal include the following aspects:(1) overall promotion coordinated development with coordinated planning;(2) innovate technology and improve energy efficiency;(3) improve the policy mechanism and perfect laws,regulations and standards;(4) develop green finance and motivate the enthusiasm of enterprises.
