基于DEA模型的家庭医生责任制下的社区卫生服务效率评价

Evaluation of community health service efficiency under the family doctor responsibility system based on DEA model

目的:通过建立数据包络(DEA)模型对家庭医生责任制下的社区卫生服务效率进行评价。方法:本研究通过阅读相关文献并结合专家咨询的方法,首先构建了家庭医生制度下社区卫生服务的效率评价指标。在此基础上,随机抽取了浦东新区的10家社区卫生服务中心,针对指标对应的数据进行调研,并利用DEA模型进行数据分析和效率评估。结果:10家社区平均家庭医生服务效率值为0.834,纯技术效率平均值为0.728,规模效率值为0.857。2016-2020年社区卫生服务的综合效率逐年来呈增长趋势,其中纯技术效率平均每年均有提高,但规模效率有增有减,总生产效率提高。结论:应综合考虑机构的具体功能实现和服务效率,优化投入结构,从而提高资源的利用效率。

Objective:To evaluate the efficiency of community health services under the responsibility system of family doctors by establishing a DEA model.Methods:This study first constructed the efficiency evaluation index of community health services under the family doctor system by reading relevant literature and combining expert consultation.On this basis,10 community health service centers in Pudong New Area were randomly selected to investigate the data corresponding to the indicators,and use the DEA model for data analysis and efficiency evaluation.Results:The average service efficiency of family doctors in the 10 communities was 0.834,the average pure technical efficiency was 0.728,and the scale efficiency value was 0.857.The overall efficiency of community health services from 2016 to 2020 has shown an increasing trend year by year,among them,the pure technical efficiency has been improved every year on average,but the scale efficiency has increased and decreased,and the overall production efficiency has increased.Conclusion:The specific function realization and service efficiency of the organization should be comprehensively considered,and the investment structure should be optimized to improve the efficiency of resource utilization.
