我国体育公共资源配置的研究述评

A Review of Research on Allocation of Public Resources for Sport in China

在对体育资源配置概念、方式、意义研究的基础上,从效率与公平2个维度,群众体育、竞技体育、体育场地3个领域,指标选取、存在的问题、影响因素、提升路径4个方面对我国体育公共资源配置研究成果进行系统的梳理,旨在把握我国体育公共资源配置研究脉络,洞悉其研究动态。结论:1)从研究量角度分析,体育资源配置效率研究远远多于公平研究,理论研究多于实证研究;2)从研究方法角度分析,体育资源配置效率研究方法较为多样,体育资源配置公平研究方法比较单一;3)体育资源配置不论是效率研究还是公平研究,其指标选取均存在较大的差异;4)体育资源配置存在问题、影响因素、提升路径分析趋同性比较严重,缺乏创新性和应用性。在此基础上,提出展望:1)加强跨学科交叉研究,夯实体育资源配置研究理论基础;2)强化对体育资源配置公平方面的研究,丰富研究视角和方法;3)聚焦体育资源配置指标选取研究,形成共识,有利于指导实践;4)鼓励不同领域的专家、学者研究体育资源配置,增强研究成果的创新性和应用性。

On the basis of the research on the concept,mode and significance of sports resource allocation,the research results on the allocation of sports public resources in China are systematically sorted out from 2 dimensions of efficiency and fairness,3 fields of mass sports,competitive sports and sports venues,4 aspects of index selection,problems,influencing factors and improvement paths,with the aim of grasping the research pulse of China's sports public resource allocation and gaining insight into its research dynamics.Conclusion:1)From the perspective of research volume,there are more studies on the efficiency of sports resource allocation than on equity,and more theoretical studies than empirical studies.2)From the perspective of research methods,there are more diverse research methods on the efficiency of sports resource allocation and a single research method on the equity of sports resource allocation.3)There are large differences in the selection of indicators for both efficiency and equity studies of sports resource allocation.4)There is a serious convergence in the analysis of the problems,influencing factors and improvement paths of sports resource allocation,which lacks innovation and application.On the basis of this,the following outlooks are proposed.1)Strengthen interdisciplinary cross-research to consolidate the theoretical foundation of sports resource allocation research.2)Strengthen research on fairness in sports resource allocation to enrich research perspectives and methods.3)Focus on research on the selection of sports resource allocation indicators to form a consensus that will be conducive to guiding practice.4)Encourage experts and scholars from different fields to study sports resource allocation to enhance the innovation and applicability of research results.
