决定重大事项是人民代表大会及其常委会的一项重要职权,依法行使决定权是推进重大决策科学化、民主化、法治化,提升人大履职水平,推动国家治理体系和治理能力现代化的内在要求。实践中由于对重大事项的界定缺乏明确、统一的标准,人大决定权与党委、政府决策权力运行机制亦尚未理顺,导致人大决定重大事项成为人大职权中的薄弱环节,有必要从人大重大事项决定权的实质内涵、权力属性与价值目标维度进行研究,分析实践中人大重大事项决定权弱化和人大履职不佳等问题,从法律规范和制度保障方面加以完善。

Descussing and deciding on significant matters is an important task that is imparted by the Constitution and the law.Exercising this powers according to law is to achieve significant decision-making,democratization,rule of law,and improve the level of performance of people's Congress,promote the modernization of governance systems and governance.In practice,due to the definition of significant matters,the standards of unity,the REP and the party committee and the government's decision-making power operation mechanism have also been launched,leading to the discussion of the People's Congress,and determine the major events to become the weak link in the powers of the people's powers.Therefore,it is necessary to research from the essence of the right to determine the right,theoretical foundation and the privilege scope,analyzing the discussion of people's discussions in practice,weakened and poor performance of the NPC,and have suggestions from legislative proposals and institutional protection perspectives.
