Promoting High-Quality Development of Public Librarianship Through Local Legislation:Foshan Vision

《佛山市公共图书馆管理办法》于"十四五"开局之年率先出台,也是《中华人民共和国公共图书馆法》实施后第一部市级层面的地方性公共图书馆立法,是公共图书馆岭南模式在新时期的又一次引领示范。其出台,有着时代发展、行业建设和地方实践的三重新发展阶段背景,依托《中华人民共和国公共文化服务保障法》《中华人民共和国公共图书馆法》两大国法框架,贯彻协调发展、开放发展和融合发展等三大新发展理念。为如何在国法框架下结合地情完善图书馆法治建设、进一步落实国法,如何通过地方立法促进公共图书馆事业高质量发展贡献了佛山智慧。

Measures of Foshan City on the Management of Public Libraries was first released in the beginning year of the 14 th Five-year Plan period,which is the first municipal level local legislation after the implementation of the Public Library Law of the People’s Republic of China.It is another leading demonstration of Lingnan mode of public libraries in the new era.It was released under the background of the call of the times,construction of the industry and local practice.Based on the legal framework of the Public Cultural Service Guarantee Law of the People’s Republic of China and the Public Library Law of the People’s Republic of China,it implements three new development concepts,which include coordinated development,open development and integrated development.Foshan has contributed its wisdom on how to improve the legal construction of libraries and further implement the national,and promote the high-quality development of public libraries.
